A model called the Making Enabling Spaces Framework has been developed to provide tools that measure the quality of relationships within programs.

Making Enabling Spaces situates Respectful Relationships as the guiding value for young people's wellbeing and learning. By doing so, the framework emphasises young people's ability to form and sustain meaningful, respectful relationships as a key element of engagement in learning.
The organising principles of Connection, Capacity, and Meaning provide a framework for measuring the experiences of young people in educational programs.

The Making Enabling Spaces Framework is linked to actual practice in the sector through identified connections between the organising principles (Connection, Capacity and Meaning) and organisational Program Objectives, via a set of Shared Concepts.
